  • Q: Can I apply online without an email address?

    Ans: YES. However, you cannot avail of email-related services such as email notification for the e-Bill and scheduled interruption. We still recommend that you register your own email address.

  • Q: Can I apply online without a cellphone number?

    Ans: NO. However, you can nominate the cellphone number of your child or sibling or a close friend. Your cellphone/mobile number is very necessary for CEPALCO processors to contact you for verification and for CEPALCO to send out SMS e-Services notifications.

  • Q: Are there other required documents to complete the subscription?

    Ans: YES. Here’s the full list of requirements:

    • For Single Accounts/Residential
      • If subscriber is the registered CEPALCO customer
        • Valid ID of the registered CEPALCO customer
        • Authorization Letter and Valid ID of the Authorized Person (If processed on behalf of the registered CEPALCO customer)
      • If subscriber is not the registered CEPALCO customer (actual occupant, renter or tenant)
        • Valid ID of the registered CEPALCO customer
        • Valid ID of the actual occupant
        • Consent Letter signed by the registered CEPALCO customer
      • Additional requirements of the subscriber (scanned copy or picture) if submitted online
        • Specimen signature to be attached to the subscription form
    • For Multiple Accounts/Commercial
      • Authorization Letter
      • Valid ID of the Authorized Person
  • Q: Can I submit the required documents online?

    Ans: YES. CEPALCO is strongly recommending for customers to submit online to save more time from traveling and queue waiting. You may email it at eservices@cepalco.com.ph. Do not forget to provide your online pre-subscription reference number.

e-SERVICES TERMS AND CONDITIONS

Please read these Terms and Conditions ("these Terms") carefully as they are the terms governing your subscription to and use of the CEPALCO's e-Services and form the basis of your contract with CEPALCO.

The term 'CEPALCO' or 'us' or 'we' refers to the provider of e-Services of whose registered office is at Father Masterson Avenue, Upper Balulang, Cagayan de Oro City. The term 'you', 'customer' or 'user' refers to the subscriber of the e-Services.

The subscription to and use of e-Services is subject to the following terms and conditions:

  • Subscription to CEPALCO's e-Services will automatically enrol your account to e-Billing, e-Invoicing, SMS notification and other e-Services, unless you expressly requested to opt out of the other services.
  • e-Billing refers to the electronic version of the monthly billing statement of account ("e-Bill") that can be accessed via online portal or website, or sent to the customers through e-mail or push messaging, and/or other electronic forms.
  • E-Invoicing refers to the electronic version of Official Receipt or Acknowledgement Receipt of all payment transactions of account (“e-OR/e-AR”) that can be accessed via online portal or website, or sent to the customers through e-mail or push messaging, and/or other electronic forms.
  • SMS notification refers to Short Messaging Service or text notification of the following but not limited to: Payment Acknowledgement (posting of payment), Bill Notification (posting of Meter Reading data), e-Services subscription-related reminders sent to customer’s registered mobile number.
  • Your subscription will start with limited services and a trial period of 90 calendar days. You can then avail the complete services and permanent account upon compliance with the e-Services requirements.
  • Failure to comply with the e-Services requirements within the given trial period will automatically stop your subscription.
  • If the registered customer is no longer residing in the enrolled premises, the email address of the actual end-user will be used. The email address of the actual end-user shall be subject to annual verification to ensure that the actual end-user is still occupying the premises.
  • The actual end-user enrolled in the e-Billing must inform CEPALCO if he vacates the premises. CEPALCO has no obligation if the service connection is disconnected due to failure of the customer to inform CEPALCO.
  • Email communication to the enrolled email address will serve as proof of receipt of the e-Bill.  The customer is presumed to have received the e-Bill if he does not inform CEPALCO of the non-receipt within five (5) days from the scheduled delivery of the bill and/or communication. However, if it is proven that the customer was unable to receive the e-Bill, the company shall re-send the same electronically.
  • Customer will still receive paper bill not unless mutually agreed by both parties (CEPALCO and Customer) that paper bill is no longer necessary.
  • Your use of any information or materials related to CEPALCO's e-Services is entirely at your own risk, for which we shall not be liable. It shall be your own responsibility to ensure that your username, password, or any information from CEPALCO's e-Services under your control and in your possession is secure.
  • The terms and conditions, and other contents of this page and the e-Services site is for your general information and use only. It may change from time to time subject to availability of services, technical enhancements and regulatory compliance.

DATA PRIVACY STATEMENT

Cagayan Electric Power and Light Co. ("CEPALCO") recognizes their responsibilities under Republic Act No. 10173, also known as the Data Privacy Act of 2012, with respect to the data it collects, records, organizes, uses, or destructs from its customers. The personal data obtained from customers are entered and stored within CEPALCO's information and communications system and will only be accessed by authorized personnel. CEPALCO has instituted appropriate organizational, technical and physical security measures to ensure the protection of the data collected.
Furthermore, the information collected and stored in the system shall only be used for purposes necessary in its operation and for all other lawful purposes. CEPALCO shall not disclose the customers' personal information without their consent, except to the duly selected contractors of CEPALCO and to government agencies. It shall retain this information for as long as necessary and legally allowed.

DECLARATION

1. I declare that all the information provided are true, correct, complete and up to date. I hereby attest that I have read, understood and agreed to the procedures and terms and conditions enumerated in the "e-SERVICES TERMS AND CONDITIONS".

2. I have read the CEPALCO's “DATA PRIVACY STATEMENT” and express my consent for CEPALCO to collect, record, organize, update or modify, retrieve, consult, use, erase or destruct my personal data as part of my information.

3. I will take personal responsibility and accountability for protecting my user and system credentials of the e-Services site.

4. I will ensure that personal information under my control and in my possession is protected.

5. I undertake to use the e-Services site in the manner and for the sole intended purpose. I will therefore not share my password with any individual.

6. I hereby affirm that I am duly informed about my rights to object to the processing, accessing and rectifying, suspending or withdrawing my personal data, and be indemnified in case of damages pursuant to the provisions of the Republic Act No. 10173 or otherwise known as the Data Privacy Act of 2012, and its corresponding IRR.

7. I understand that the e-Services may be terminated with notice, if I or any authorized representative/user breach the terms and conditions or any other Agreement and/or if there’s a reason to believe that there has been an unauthorized use of the account and any conduct or attempt to conduct fraudulent or illegal transaction. However, the rights and responsibilities of the Parties for transactions initiated before the termination of e-Services will not be affected.
